**NOTICE OF RACE
SPERRY TOP-SIDER
NATIONAL OFFSHORE ONE-DESIGN REGATTA
**St. Petersburg Yacht Club February 16-18, 2007 St. Petersburg, FL
Sailing World is the Organizing Authority for this regatta in cooperation with the St. Petersburg Yacht Club (“SPYC”). This is a US SAILING sanctioned event.
1. Rules
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2005-2008 (RRS). Classes permitting Category C Advertising (see RRS 76.1 and 79) are urged to refrain from displaying advertisements for businesses or products competing with those of the primary and support sponsors of the event.
1.2 Easily removable bow stickers shall be attached to the forward 25% of both sides of the boat’s hull at all times while racing. The stickers are to be attached with the top approximately 6″-10″ below deck level and with the leading edge approximately 10″-20″ aft of the bow. Bow stickers will be provided in the Skipper’s package. At the discretion of the Organizing Authority, bow numbers may also be required for some classes. If required, they will be provided and shall be placed on both sides of the boat’s hull forward of the bow sticker
1.3 The Sailing Instructions will include a provision for arbitration of protests involving rules of Part 2 of the RRS and not more than two boats. This will change RRS 60.1(b), 63.1, 63.6, and 66.
2. Eligibility
2.1 The following boats are eligible to enter: a) a member of a One-Design class association that has been invited to this regatta, and, b) boats that meet criteria established by the class coordinator for a level class. A minimum of six boats is required for a class to remain eligible. Due to the number of classes anticipated at this event, entrants should be aware that there is a possibility that classes with fewer than 12 boats registered may be started together, but scored separately. The Organizing Authority reserves the right to invite additional classes at its sole discretion.
2.2 The Sperry Top-Sider NOOD Regattas are open to those boats whose Owner and/or Skipper is a current member of their National Governing Body (US SAILING for USA members; to join call 1-800-877-2451).
**3. Entries
**Classes shall meet eligibility requirements no later than February 5. Completed entry forms, with the entry fee, shall be mailed to SPERRY TOP-SIDER NOOD REGATTA, c/o Sailing World, 55 Hammarlund Way, Middletown, RI 02842 and are not valid until accepted by the Organizing Authority. Late entries may be accepted solely at the discretion of the Organizing Authority.

Social tickets are good for Friday, Saturday & Sunday. Tickets entitle holder to sponsored bars and regatta dinners each evening after racing.
Tickets will be $ 43.00 at the event.**
4. Registration
Each boat owner or his representative must report to the SPYC, between 5:00 p.m. and 7:30 p.m. on Thursday, February 15 to complete registration. The Skippers’ Meeting will be held at 6:30 pm on Thursday, February 15,at the SPYC.
Crew lists and waivers of liability must be submitted at registration. No boat will be registered without a completed waiver form. In the event of a crew member substitution during the regatta, the new crew member must submit a signed waiver of liability to the Organizing Authority prior to racing for that boat’s entry to remain valid.
Sailing Instructions will be available at Registration.
5. Racing Areas
Racing areas will be in Tampa Bay, East of the St. Petersburg Municipal Pier.
**6. Schedule of Races
**The first warning signal is scheduled for 0930 each day. There will be no first warning signal after 1400 on Sunday. The race committee intends to run as many races as practicable each day.
**7. Courses
**Courses will be windward/leeward, triangles, or combinations of these.
8. Measurement/Weigh-in
Measurement is not required, but each boat shall submit proof of holding a valid measurement certificate at registration if required by the class.
Neither the Organizing Authority nor the SPYC shall be responsible for conducting or administrating weigh-ins. Local or national class associations shall be responsible for conducting weigh-ins if needed.
9. Scoring
Each boat’s series score will be the sum of her scores for all races. This changes RRS A2. One race will constitute a series.
10. Prizes
10.1 Individual race and series prizes will be awarded by class. The number of series prizes will depend on the number of class entries.
10.2 An award will be made to the boat which, in the opinion of the Organizing Authority and the Race Committee, had the best overall performance during the 2007 St. Petersburg Sperry Top-Sider NOOD Regatta.
11. Berthing
11.1 Boats may be moored at the SPYC or the St. Petersburg Sailing Center, as assigned, February 15-19, free of charge. Boats wishing to arrive earlier or depart later, should contact the SPYC dockmaster at 727-822-3227 to make reservations.
11.2 Once launched, boats shall not be hauled out for the duration of the regatta without written permission from the Organizing Authority.
12. Photographers and TV Rights
Competitors give absolute right and permission for any photographs or video footage taken of themselves or their competing boat to be published in any media whatsoever; for either editorial or advertising purposes, or to be used in press information.
