NOTICE OF RACE
THE SPERRY TOP-SIDER
NATIONAL OFFSHORE ONE-DESIGN REGATTA
Houston Yacht Club September 21 – 23, 2007 La Porte, TX

Sailing World is the Organizing Authority for this regatta and
Houston Yacht Club is the Host Club and will provide race management.
CONDITIONS
1. RULES
1.1.
This regatta will be governed by rules as defined by the
2005-2008 International Sailing Federation (ISAF) Racing Rules of
Sailing (RRS.) The regatta is subject to the Advertising restrictions
as defined in ISAF Regulation 20(Advertising). Those classes satisfying
Appendix 1 qualifications for Category C are urged to
refrain from displaying advertisements for businesses or products
competing with those of the primary and support sponsors of the
event.
1.2. Level 80 Class: only Category One competitors shall steer
while racing except in an emergency.
1.3 This applies to the Melges/24 Class only: For infringements
that occur within 2 boat lengths of a rounding mark or Finishing
Mark, RRS 44.2 remains unaltered. For other infringements, the
first sentence of RRS 44.2 is amended to read: ” After getting
well clear of other boats as soon after the incident as possible,
a boat takes a One-Turn Penalty by promptly making one turn in
the same direction, including one tack and one gybe.”

2. ELIGIBILITY
2.1.
The regatta is open to any boat with a LOA of 20 feet or
above that is either: a) an active member of a class association
recognized for entry in this regatta’s One-Design Class or b) a
boat that meets the criteria established for this regatta by the
class coordinator for entry in a level class; and provided that each
class has a minimum entry of six (6) boats. The Organizing
Authority reserves the right to invite additional classes that do
not meet all the requirements.
2.2 The NOOD Regattas are open to those boats whose Owner
and/or Skipper is a current member of their National Governing
Body (US SAILING for USA members; to join call 1-800-877-
2451.)
2.3 Easily removable bow stickers provided in the Skipper’s package,
shall be attached to the forward 25% of both sides of the
boat’s hull at all times while racing. The stickers are to be carried
with the top approximately 6″-10″ below deck level and with the
leading edge approximately 10″-20″ aft of the bow.
3. ENTRIES
To register online, please log onto www.sailingworld.com and
follow the NOOD link to the Galveston Bay Page. Entries shall be
submitted on the official entry form. To pay by check, please
complete the entry form, make checks payable to World
Publications, and mail to the address listed below. Classes shall
meet eligibility requirements no later than September 10, 2007.
A late fee of $50 is applied if registration is received and/or paid for
after September 4th. Completed entry forms, with the entry fee, shall be mailed to Sperry Top-Sider NOOD
REGATTA, c/o Sailing World, 55 Hammarlund Way, Middletown,
RI 02842 and must be accepted by the Organizing Authority.
Late entries may be accepted solely at
the discretion of Sailing World and the
Houston Yacht Club.

Social tickets – Advance purchase $37.00 with your entry form
(entry fee includes one social ticket)
Additional tickets will be $39.00 after your entry has been submitted
and at the door.
4. REGISTRATION
Each boat owner or his representative must report to the
Houston Yacht Club, between 5:00 p.m. and 8:00 p.m.
Thursday, September 20 to complete registration details. A
Skippers’ Meeting will be held at 7:30 p.m., Thursday evening at
the Houston Yacht Club.
Crew lists and waivers of liability must be submitted at registration.
No boat will be registered without a completed waiver
form. In the event of a crew member substitution during the
regatta, the new crew member must submit a signed waiver of liability
to the Race Committee prior to racing for that boat’s entry
to remain valid.
Sailing instructions will be available at Registration.
Amendments to the Sailing Instructions will be posted at
Houston Yacht Club, by 0800 CDT daily. It is the responsibility
of each competitor to check the Official Notice Board for any
amendments or other notices.
5. COURSES
All courses will be sailed on Galveston Bay.
6. SCHEDULE OF RACES
It is the intent of the Organizing Authority and the Race
Committee to conduct as many races as practical on each day of
racing up to a maximum of 10 races for the series. The initial
Warning Signal on each day is scheduled at 1100 hrs. No warning
signal shall be made after 1400 hrs on the last day of racing,
Sunday September 23.
7. MEASUREMENT/WEIGH-IN
**Measurement is not required, but each boat shall submit proof
of holding a valid measurement certificate at registration if
required by the class.
Neither the Organizing Authority nor the Houston Yacht
Club, shall be responsible for conducting or administrating
weigh-ins should they be required by individual class rules. Local
or national class associations shall be responsible for conducting
weigh-ins if needed.
**8. ARBITRATION

For protests involving an infringement of Part 2 of the RRS, an
arbitration hearing may be held prior to the protest hearing.
9. SCORING
Each boat’s total score will be the sum of her scores for all
races. This changes RRS A2. One race will constitute a series.
10. PRIZES
10.1
Individual race prizes and series prizes will be awarded by
class.
10.2 An award will be made to the boat which, in the opinion
of the Organizing Authority, had the best overall performance
during the 2007 Sperry Top-Sider Houston NOOD Regatta.
11. BERTHING
**Boats shall be moored, free of charge, for the regatta, at the
Houston Yacht Club September 19-24, 2007.
Boats wishing to arrive the preceding weekend or depart the succeeding
weekend should contact the Houston Yacht Club for a slip assignment at 281-471-1255.
**12. PHOTOGRAPHER & TV RIGHTS

Competitors give absolute right and permission for any photographs
or video footage taken of themselves or their competing
boat to be published in any media whatsoever; for either editorial
or advertising purposes, or to be used in press information.
